The project’s facilitative role is predominant over its role as a direct actor, and the project’s choice of partners is an important element in the CATALIST implementation process.
The following criteria are used to select partners:
- Farmers’ Organizations: CATALIST will work with agricultural cooperatives that focus on priority crops, are located in the project’s geographic regions and whose membership is represented among farm group participants.
- Private Sector: The project will work with input (fertilizer, seed, crop protection products and other external inputs) and output traders, enterprises, chambers of commerce and financial institutions.
- Non-Governmental Organizations (NGOs): CATALIST implements its field activities through subcontracts with NGOs. NGOs are selected through a competitive bidding process.
- Regional Collaborators: To implement its regional activities, the project is seeking collaboration with institutions and organizations that share similar or overlapping goals. This includes building farmers’ and traders’ capacity to advocate for policy reforms at the regional level on key issues. Contacts have been established with:
- Organizations focusing on economic collaboration (NEPAD, EAC, COMESA and UNECA);
- Organizations encouraging farmers to have a voice and impact at the regional level (Agriterra, EAFF, VECO, SNV, ACDI/VOCA, CRS, etc.);
- Organizations increasing regional collaboration to improve management of natural resources (the Nile Basin Initiative and its NELSAP, the SIDA-supported Victoria Basin Initiative and WWF- and GEF-supported projects);
- UN organizations playing a key role in agricultural development and food aid (FAO and WFP) and in environmental management (UNEP);
- Regional or global private sector organizations (AFSTA, IFA and CropLife) and private-public structures (East African Grain Council);
- Credit institutes (Rabobank and Terrafina);
- Donors and their projects (The Netherlands, USAID, Belgium, Denmark, DFID, the Gates Foundation, the Clinton Foundation, the Rockefeller Foundation and the Hewlett Foundation);
- Research and development organizations (FARA, WUR, ASARECA, SSA-CP and its Kivu Learning Plot, CIALCA and other CGIAR institutes).
